Our '92 9000 periodically flashes its headlights and/or parking lights, while turned off, no key in ignition, no alarm activated. Removal of the headlight and general lights relay stops it, but is a pain to do each time the car is driven anywhere. Is there any way to (a) test or (b) cheaply (read: less than dealer soaking) replace these relays? Is it really a relay problem? Might it be tied into the alarm system and/or ignition? Haunted cars are disturbing.

Back in the day my friend had the same problem and he replaced the big red relay and haven't had a problem since.
Depending on the year, you can test the relay for free by swapping out an identical relay on the relay panel. In my '87, the horn, headlight, and defrost were all the same part#. In my case the relay was good. It was the rotary light switch on the dash...remove it by prying out the blank below it and pushing from behind while prying. Remove the connector and make sure it's not damaged or dirty and push it back on hard. It fixed mine.
